Qualifications or Performance：1) The bidder must be a manufacturer engaged in the production and sales of air traffic control automation systems. 2) The air traffic control automation system bid by the bidder shall have the “Civil Aviation Air Traffic Communication Navigation Monitoring Equipment Use License” issued by the Civil Aviation Administration of China. 3) This project does not allow consortium bidding. 4) The name of the bidder should be consistent with the name on the bidding registration form of the bidding agency. Additional Instructions：This tender document is issued by the tendering agency.
