3、投標人資格要求

投標人應具備的資格或業績：1)投標人必須是從事同類電子設備生產與銷售2年以上（含2年）的獨立生產廠商，或生產廠商正式直接授權針對該項目的唯一銷售代理（代理商需提供相應的代理授權證明文件，包括英文原件復印件及相應的中文翻譯件）。 2)所投場監雷達自動化系統從2009年至今應至少有2個已正式運行的現場實施項目實例的證明。（投標人需同時提供銷售合同、用戶使用證明、現場驗收簽字文件的復印件，銷售合同必須以簽訂時間計算，銷售合同或用戶使用證明或現場驗收簽字文件需能反映上述時間、數量及規格等要求）。 3）投標人名稱應與招標代理機構的購標登記表上的名稱一致。如不一致，投標文件中應附有投標權轉讓函，否則其投標文件將予以拒絕接受。 4）本項目不允許聯合體投標。 5）所投場監雷達頭必須獲得有效的中華人民共和國無線電管理委員會針對該無線電設備的無線電發射設備型號核準證（需處于有效期內，若證書要求附加其他資料方為繼續有效的，須按要求附加其他資料）； 6）所投場監自動化系統必須取得有效的民用航空空中交通通信導航監視設備使用許可證或有效的臨時使用許可證,需提供相應復印件。 7）所投場監雷達頭必須取得有效的民用航空空中交通通信導航監視設備使用許可證或有效的臨時使用許可證,需提供相應復印件。

3.Qualification Requirements For Bidder

Qualifications or Performance：1) the bidder must be engaged in similar types of electronic equipment production and sales of more than 2 years (including 2 years) of the independent manufacturers, or manufacturers directly authorized for the project's only sales agent (agents need to provide the corresponding agent authorization documents , Including a copy of the original English and the corresponding Chinese translation). 2) Surveillance Radar Automation System From 2009 to the present, there should be at least two valid instances of the on-site implementation project.
